HealthBASE Networks aligns ancillary, outpatient and specialty medical providers, networks/PPOs, suppliers and vendors as ProviderBASE subscribers that sponsor system access and use for physicians, clients and other stakeholders. In parallel, we contract with payers, insurance companies, health plans, state and local governments, employers, unions, third party administrators, managed care companies and other organizations to coordinate with these networks, providers and vendors using the ProviderBASE Platform.

Christopher M. Fenno

Chief Executive Officer

Chris Fenno has successfully developed, implemented and managed new technologies and services in the full life cycle of markets and workflows that our solutions address. He is a proven entrepreneur, operator and executive with a 25+ year career creating, introducing and advancing leading-edge technologies and market-evolving services in the same provider, payer, MCO and client industry segments we target. HealthBASE is a culmination of the specialized healthcare services, information technologies, clinical applications and other high performance solutions for medical management, cost containment and service provision that Chris has helped lead.

Chris was an innovator of ancillary, specialty and diagnostic provider network/PPO cost containment services, including the related business process outsourcing (BPO), care coordination and claims processing models that HealthBASE’s technology-driven solutions evolve, extend or replace. He has created or helped lead the delivery of outpatient and mobile diagnostic imaging facilities and laboratory testing services (LINC/PCA Imaging, MedTech, Mobile Technology, Inc./Alliance Imaging, Meris Labs), national radiology & specialty PPO networks for workers compensation, auto and TPA sectors, patient service call centers (MIS+), electronic medical benefit, reporting and payment applications (HIRES®; Union Healthcare Corp.), and software and IT solutions for electronic ordering, clinical decision support (CDS), provider, contract and network management, reporting, analytics, billing and claims adjudication.

Formerly, Chris was the co-founder/EVP of MedTech Development Corp. and Magnetic Imaging Services, Inc., and founder/CEO of Specialized Managed Care, Inc. SMC partnered with Beneficial Bank, then a $12B pioneer of automated tax filing and refunds, to operate a similar solution in healthcare provider markets (Beneficial PayNet Systems®). Chris was also Corporate VP for Safety Syringes, Inc., a leading medical device company that was sold to Becton Dickinson, where he forged and led numerous partnerships with global pharmaceutical and CRO companies.

Chris has been a senior executive, board director, principal and consultant involved in the operation, sale and acquisition of numerous regional and national healthcare companies, with deal sizes of up to $500M, including for DVI, Inc., Mobile Technology, Cerberus Capital, Marlin Equity, Beneficial Bank, Raytel Medical and SHL Telemedicine. Chris has a BA in Economics, concentration in Finance, from the University of Richmond.

Frank Bohac

Chief Information Officer

Frank Bohac has an unusually broad and unique background spanning over 40 years in a wide variety of technical, business and practical areas. He is known in the industry as a preeminent facilitator, strategic planner and technical expert in mobile, Internet and desktop application development, Web Enablement and IBM mainframe operating and communications systems. Frank was the founder and CEO of Computer Systems Development, Inc. (CSD), which specialized in software and Internet development, web enablement of legacy systems, application and data source interfacing, systems integration, data processing outsourcing, facilities management, education and consulting services with a healthcare industry focus.

CSD developed the first U.S. federally qualified web-based healthcare claims system and had over a dozen BlueCross and BlueShield plans and other insurance, health system and government clients nationwide, with over 140 employees in offices in the U.S. and Australia, when it was sold to Affiliated Computer Services, Inc. CSD formed the foundation of ACS’s healthcare services business. Subsequently, ACS was sold to Xerox to form Xerox Healthcare Solutions, spun off in 2017 as Conduent.

Frank has excelled with all levels of management information systems from the machine room to the board room, and in both public and private organizations. He has performed all levels of MIS functions including business operations to management of technical, application, user, operations and systems areas. Frank has advanced experience on key Internet and Microsoft technologies, including .Net, XML, AJAX, HTML, Visual Studio, DHTML, JavaScript, Visual Basic, C#, SQL Server, Oracle, ASP Classic, IIS, PHP, MySQL, ColdFusion and more. His strategic planning skills have inspired innovative solutions at many large organizations.

Frank has participated in all major industry groups including healthcare, insurance, financial, banking, government, manufacturing, education, R&D, hotel and real estate. In healthcare information systems, he has engineered solutions ranging from web-enablement and system performance tuning to facilities management and outsourcing. In the area of information management, application development and IT, Frank has authored over 100 courses on a wide range of topics. He has a BS in Computer Science from the University of Illinois, Chicago, with honors.

John Detloff

Chief Technology Officer

John Detloff has over 40 years of experience in advanced computer administration, communications, analysis, programming, databases and design.  John has extensive knowledge in a multitude of computer and network systems including mainframe systems, networking interfaces, web interfaces, databases, data warehousing and client/server/mobile applications.  John has advanced experience on key Internet technologies, including Windows, Linux, .Net, XML, JQuery, AJAX, HTML, Visual Studio, DHTML, JavaScript, Visual Basic, C#, SQL Server, Oracle, ASP Classic, IIS, PHP, Perl, MySQL, and more.

John’s knowledge has been utilized in the design, implementation and operation of advanced technology platforms, networks and hosting environments, as well as in staffing and managing the technical administration and support personnel.
